I've read that Caligula and beyond were "declared emperor" by the Roman Senate. Is that shorthand for the same imperium of Augustus and Tiberius or was "emperor" itself an established position by then?

I am a 25y/o Christian male non-slave farmer living in southern Spain in 600CE: what sort of taxes/duties am I expected to provide? What institutions/laws/processes/persons are involved in my provision of them? What differences are there between my system of taxation and those of 100CE? Of 1100CE?
